Профессор Юрий Емельянович Горячев с 1973 по 2007 гг. заведовал кафедрой офтальмологии. Будучи блестящим хирургом, он впервые в г. Перми внедрил микрохирургическую технику глазных операций, произвел имплантацию искусственного хрусталика после экстракции катаракты, применил лечение лазером.
Since 1923, «Perm Medical Journal» is being published at the University. Since 2003 it has become the journal of reference. Only five provincial educational institutions of medicine were permitted to have the journal of this class. Authors from different regions of Russia including Moscow and St. Petersburg, as well as scientists and students of the University publish their works in the journal.
«Doctor of Ural» is the oldest newspaper of Perm higher schools published in large editions. Its first issue was published in November 1931. Its main subject is exchange of information, experience, achievements. The life of the University is closely connected on its pages with important events of Perm and Perm Krai, achievements and problems of public health.

Submission of documents for admission to study under the educational programs of the residency in the 2023/2024 academic year via e-mail, fax is NOT PROVIDED.
When submitting documents through postal operators, we recommend you first clarify the work regulations of the postal operator (delivery time of the postal item to the addressee, the possibility of delivery on weekends, etc.), since an application should be received by the admissions committee (and not by the post office located in Perm) in deadlines strictly defined by the admission rules.
The address for submitting documents through postal operators is 614990, Perm, Petropavlovskaya str., 26 with a note for the “Admissions Committee”.
Attention! Documents sent to other addresses, as well as postal items with declared value and parcels are not received for consideration and are not accepted from post offices by the members of the admissions committee.
Acceptance of documents sent through postal operators ends on October 16, 2023, which is confirmed by the date of the postmark of the letter received at the post office (16.10.23).
The last seizure of letters from the post office is made by the admissions committee at 15.00 (local time) on October 17, 2023. Letters received later than the specified time and (or) date will not be accepted for consideration.
The application for admission must be made in accordance with the standard application form posted in the information materials on this portal.
The admission committee records and places on the portal for Applicants information about applications received by mail with a note on acceptance or refusal to accept documents (indicating the reason for refusal). The surnames of applicants whose documents were accepted and admitted to participate in the competition are placed in the corresponding name lists, you can find them in the section of the portal Name lists. The list of persons who were refused to accept documents with an indication of the reason for refusal is placed in the section “Documents by mail”.

Certification of copies of documents is not required. All copies of documents must strictly correspond to the original document in size - reducing /enlarging the document when copying is not allowed. All the submitted copies must clearly and in full view all the records, seals and signatures made on the original of your document.
The Admissions Committee reserves the right not to accept documents sent by mail if they do not meet the requirements established by the Admission Rules and/or the inability to read the text of the document.
The applicant prints out the application on one A4 sheet on both sides and fills it with a helium pen with black ink in block letters. Corrections in the application, as well as the use of corrective fluid are unacceptable.

Medical staff training at Perm State Medical University is an important indicator of how efficient the University is and as an investment in a long-term cooperation with foreign specialists and organizations.
The Dean’s Office for foreign students (now called Department of Foreign Studies) was organized in 1992 when the University first joined a federal program focused on export of educational services. In the 1992/93 academic year, departments of general medicine and dentistry enrolled their first group of 35 foreign students from Syria, Morocco and some other countries. From 1992, the University is on the national registry of entities conducting export activities (record number ПР-II57/433).
Department of Foreign Studies coordinates University activities in training of medical specialists for future employment abroad. That includes: student recruitment, issuing of official student invitations, contract signing for educational services and all the follow-up, preparatory training, the issuing of graduation diplomas and their recognition at the Ministry of Foreign Affairs of Russian Federation. We also take part in extracurricular activities and supervision at the dormitories to help solve any in class and out of class problems that PSMU foreign students may have.
In 1996 we offered a pre-medical program for foreign students. So far, 134 foreign students from 18 countries have successfully graduated from it. The pre-medical program includes courses in Russian as a foreign language, chemistry, physics, math, biology and some of the social sciences. A special diploma is awarded upon completing the prescribed course of study. The application deadline for the pre-medical program is September 15 of the current school year.
Another asset to the core curriculum was a launch of Department of Russian as a foreign language and Latin with terminology basics in 2006, to ensure sufficient linguistic training for foreign students during the course of their study. In 2012/13, Dr. Larisa A. Gasparian, the departmental chairperson, was instrumental in developing new educational standards for Russian as a foreign language for the first four years of medical school.
All PSMU foreign students enjoy an equal access to University library, sports hall and other facilities.
Upon graduation with a higher education diploma in medicine, foreign students have an option to pursue any of the post-graduate programs including internships and specialization (in Russian called: интернатура, аспирантура или ординатура). In 1996 the University graduated its first foreign student, Jayaraman Anand Babu from India, in general medicine. Between 1992-2014 the University trained 195 medical doctors for 30 countries in Asia, Africa, Middle East and the CIS. Currently at PSMU there are approximately 1 700 foreign students pursuing various educational programs. The students come from Algeria, Belarus, Egypt, India, Kirgizia, Morocco, Tajikistan, Tunisia and the Ukraine. The PSMU draws on an extensive experience of developing study plans for foreign students as well as recruiting faculty and staff for innovative teaching methods.
In recent years the University experiences a growth in the numbers of foreign students from a greater number of countries and a heightened interest to major in all available programs.
Students’ life at the University is many-sided. They form creative collectives, go in for sports, participate in social youth and student organizations. Students are active participants of municipal, regional, Russian cultural activities. They win medals, diplomas and prizes.
Many student festivals became a good tradition of the academy including «First-year Students’ Dedication», «Student Concert-Theatrical Spring», «Cheerful and Sharp Club», «Evening Parties for Former Students «1+6», «1+5». Our students take an active part in annual actions «City Against Narcotics», «Hope Tree», «Hold Out Your Hand». Students of PSMU are known in Perm Krai as active volunteers. There are interest clubs at the disposal of students which help to open and realize students’ talents and abilities, for example, sports club «Medic» with 16 sections, student club with a well-known in Perm choreographic, vocal, vocal-and- instrumental and theatre collectives.

At present, the problem with places in the hostel is being solved due to building of the new hostel per 300 places and reconstruction of the existing ones.
On the basis of the University, three student construction groups such as «Olympia-service», «Phaeton» and «Legion» have been working for more than 25 years.
Perm State Medical University has developed the system of students’ social provision.
For the progress achieved in training, social life and sport the Academic Council of PSMU has founded 23 scholarships named after the outstanding scientists of the academy in the sum of 1500 - 8000 rubles each. Nominal scholarships are presented at the Academic Council meeting twice a year. There are also Academic Administration and Academic Council scholarships and individual scientific grants. Students are stimulated with free tour tickets, swimming pool, sport and health-improving center tickets, theatre tickets, valuable presents, receive welfare.
Scientific authority of the University in the country and region has been constantly growing. Scientists carry out research work in all fields of medicine. Eleven well-known in Russia and far abroad scientific schools have been formed at the academy. Every 3rd-4th lecturer is Doctor of Medical Science, Professor. Nearly 80% of lecturers of the University have degrees. There are 6 profile institutes, 4 dissertation councils in 10 specialties formed on the basis of the University. Scientific investigations of Perm physicians are widely inculcated into practical public health; they are reflected in numerous scientific works. Every year the total number of utility patents exceeds 30.
Our scientists take an active part in contests for Russian and international grants, participate in the work of scientific forums in Russia and abroad, cooperate with many research institutions, colleagues of the former Soviet republics and all over the world. Collaborators of the University have joined the integration scientific processes with the academic institutions of the Ural Department of Russian Academy of Sciences. The result is intensification of scientific investigations with their wide inculcation into medical practice and ten RFFI grants with the total sum of 10 million rubles.

HUNDREDTH ANNIVERSARY OF MEDICAL EDUCATION IN URAL
The history of Perm State Medical University named after E.A. Wagner, as well as the history of higher education in Ural as a whole, goes back to October 1916, when Medical Faculty of Perm University was founded. About 350 future doctors were admitted to the faculty during the first year that made 70% of all students.
A large group of specialists, mainly young, but well-known in scientific and social circles, came to Perm from such universities as Petersburg, Moscow, Kharkov, Kazan. In extremely short period of time, there were created scientific schools and trends in the sphere of electrophysiology, physiology, immunity physiology, anaphylaxis (B.F. Verigo School; B.F. Verigo – a great representative of Russian physiology, a world-known scientist); in comparative histology of connective tissue, tissue evolution, tissue structure parallelism (A.A. Zavarzin School; A.A. Zavarzin – one of the founders of evolutional histology, who later became academician, the State Prize laureate); in comparative invertebrates anatomy, comparative and evolutional parasitology and entomology, natural conditions of malaria mosquito propagation in Ural (V.N. Beklemishev – the founder of scientific school of parasitologists and medical entomologists, the author of the theory of malaria landscapes, who later became academician, the State Prize laureate – twice).
Reorganization of higher education all over the country in 1930 has led to separation of independent medical institutes (1931) from the universities. The heads of Perm Medical Institute, and since 1994 Perm State Academy of Medicine were: N.F. Bolshakov (1931-1934); division doctor P.P. Sumbayev (1935-1950); Professor A.F. Mamoiko (1951-1952); Professor I.I. Kositsyn (1953-1960); Associate professor T.V. Ivanovskaya (1960-1969); Academician E.A. Wagner (1970-1995); Professor V.A. Cherkasov (1995-2005).
During the Great Patriotic War, the graduates and staff of the institute proved their high professional level. For production of typhous vaccine in 1942, Professor A.V. Pshenichnov (graduate of Medical Faculty of Perm University) and Associate professor B.I. Raikher were awarded the State Prize ( January 1946). In the course of war, the staff of the institute carried out more than 300 scientific-research studies, at the same time realizing their professional duty at the hospitals of Prikamiye.
New generations of scientists, new scientific schools reflect the most important peculiar features of science of the second half of the 20th – beginning of the 21st centuries, which are based on the principles of interaction between fundamental and applied sciences as well as intellectualization, humanization of higher medical education.
Scientific surgical school created by Academician of RAMS E.A. Wagner is known both in this country and abroad. The basic scientific trend includes the problem of thorax, associated and combined injuries. But the circle of scientific interests of E.A. Wagner and his followers is wider: management of pulmonary, mediastinal and esophageal diseases, abdominal surgery, vascular pathology, transplantation and replantation, urology, oncology, deontology. Many followers of Evgeny Antonovich Wagner became well-known scientists. Professor V.A. Bruns and Professor A.S. Denisov are the State Prize laureates (1997), Professor S.G. Sukhanov – Director of Perm Institute of Heart (1999), Professor M.F. Zarivchatsky, Professor P.Ya. Sandakov, Professor V.M. Subbotin – Honoured Doctors of the Russian Federation. All of them are the graduates of Perm State Medical University. Most of them are still working at the University.
Among scientists-professors and graduates of medical higher school in Perm there are those, who make the pride of native medical science including Academicians of the Academy of Sciences of the USSR and the Russian Academy of Sciences: A.A. Zavarzin, V.N. Chernigovsky, V.V, Parin, V.A. Chereshnev; the Academy of Science of the Ukraine – physiologist-psychiatrist V.P. Protopopov; the Academy of Science of Kazakhstan – A.P. Polosukhin; V.N. Beklemishev, E.A. Wagner, O.I. Schepin were elected the members of the Academy of Medical Sciences.
Since 2005 the University is headed by Honoured Worker of Science of the Russian Federation, Doctor of Medical Sciences, Professor I.P. Koryukina.
In April 2006 Perm State Medical University (at that time - Academy) was named after Academician, the State Prize laureate – E.A. Wagner. In 2007 the staff was awarded the “The Gratitude of the President of the Russian Federation”. In October 2014 the academy received the status of the university.
There are six profile institutes successfully working on the basis of PSMU. Scientific studies of Perm researchers in medicine are constantly introduced into practical public health service of the Russian Federation and Perm Krai; they are reflected in multiple scientific works and patent inventions. Over the past 5 years, 112 patent inventions, 17 useful model patents, 161improvement suggestions were received. According to the results of the recent years, the university occupies the leading place by the number of invention applications and positive invention decisions among all 14 higher schools of Prikamiye.
Perm State Medical University is integrated with academic institutions of the Ural Branch of the Russian Academy of Sciences and different higher schools of Russia and Perm. The result is deepening of scientific-research studies, which are widely introduced into medical practice, as well as receiving of grants of Russian Foundation for Basic Research (RFBR) and Russian Humanitarian Science Foundation (RHF). Forty seven RHF grants and thirty four RFBR grants were fulfilled. Young scientists performed 16 president and government grants, 15 grants were received by young scientists and students in the competition of innovation ideas – UMNIK. Thus, 82 grants were fulfilled. It was the first time, when UNODC grant in the framework of scientific trend “problems of epidemiology of HIV-infection and viral hepatites” was received.
Perm Medical Journal is published at PSMU. Since 2003 it is included into the list of journals, recommended for publication of the basic scientific results of theses for a Doctor’s degree (Bull. VAK of RF Minobrazovaniye 2003, №3). The journal is the oldest medical edition in Russia, which is published from 1924.
The staff of teachers consists of order-bearers, Honoured Workers of Science of RF, Honoured Doctors of RF, Honoured Workers of Higher School of RF, Honoured Professors, State and Regional Prize laureates. More than 140 Doctors of Medical Sciences and more than 450 Candidates of Medical Sciences train students at 75 departments of various profile.
During the period of its existence, more than 50 000 doctors graduated from PSMU.
PSMU is a member of The Association of Medical Schools in Europe. Since 1992 the university has been listed in the State Register of Participants of Foreign Economic Relations; foreign students are trained by the programs of pre-training, prediploma and postgraduate education (at present – students from 21 countries of the Near East, Africa, Asia, Commonwealth of Independent States).
Material and technical basis is being constantly improved. Five buildings for training students have been reconstructed and modernly furnished; lecture halls are equipped with multimedia complexes. There are 12 computer rooms, electronic medical library.
Two polyclinics are renovated, reequipped and functioning now. Surgical hospital of dental clinic, equipped with the latest medical facilities, has been reconstructed.
Imitation center for development of practical skills is being built now.
There are nine comfortable hostels at the disposal of students. They are newly furnished and equipped with internet. Their infrastructure is being improved.
Young people are provided with conditions for creative realization and physical development. As a result – achievements in the contest “Students’ spring” of the local, regional and All-Russian levels, as well as victories in sport events.
PSMU is integrated into the regional medicine. Clinical departments, which provide educational process, are placed in most treatment-and-prophylactic institutions. Besides, professors and staff of departments carry out practical work, introducing new scientific achievements into the public health of Perm Krai.
